Picking a Cable Voltage Class

A 12.47 kV feeder needs URD cable. The catalog lists 15 kV class in ‘100%’ and ‘133%’ insulation levels. Which voltage class, and which percentage on a solidly grounded system? Choose first.

The answer is 15 kV class, 100% insulation level. Those are two separate decisions, and mixing them up is the usual mistake. Voltage class is set by the circuit voltage. Insulation level is set by how the system is grounded and how fast it clears a fault.

Pick the cable voltage class at or above the system line-to-line voltage first, then choose the insulation level (100/133/173%) by how the system is grounded and how fast faults clear.

Start with voltage class. The standard distribution classes are 5, 15, 25, and 35 kV, and you specify the lowest class that is still at or above the system line-to-line voltage. A 4.16 kV circuit takes 5 kV class. A 12.47 kV feeder takes 15 kV class. A 24.94 kV feeder takes 25 kV class, and 34.5 kV takes 35 kV class. The class is named for the line-to-line voltage even though each phase conductor only sees line-to-ground voltage in normal operation, because a ground fault on one phase pushes the other two phases up toward full line-to-line voltage.

That fault condition is exactly what sets the insulation level. The three levels are 100%, 133%, and 173%, never 100/125/150. The insulation level is chosen by grounding and fault-clearing time, not by the operating voltage. On an effectively (solidly) grounded system where relays clear a ground fault fast, the unfaulted phases barely rise and do not stay elevated, so 100% insulation is enough. That is why a solidly grounded 12.47 kV feeder gets 15 kV class at 100%.

Move to 133% when the system is not effectively grounded or when clearing is slower. The two healthy phases ride at a raised voltage for a longer time during a fault, so the insulation needs more wall to survive it. 173% is the case for an ungrounded system that may run with a sustained ground fault, where one phase can sit near full line-to-line voltage against ground for a long time.

So read the catalog as two columns, not one. Pick the class from the feeder voltage, then pick the percentage from the grounding and the clearing time. Order the wrong class and the cable is electrically under-rated. Order the wrong level and a slow-cleared fault on a weakly grounded system can punch through insulation that was sized for the easy case.
