Three people show up at the same yard on the same morning. A new engineer wants to walk a de-energized bay to verify an as-built drawing. A journeyman lineman is replacing a fused cutout on an energized 12.47 kV lateral. A purchasing manager is touring to photograph a padmount for an RFQ. Before any rule is on the table, sort each one: who is allowed to touch what, and who is only allowed to be near it?
The answer comes from OSHA 1910.269, the standard for work on electric power generation, transmission, and distribution. It does not ask your job title. It asks what you were trained on and what you have proven you can do. A qualified person is one trained to recognize and avoid the hazards AND with demonstrated skill on the specific equipment and voltage involved. Both halves are required. A hard hat does not qualify you, and neither does an engineering degree.
So the lineman replacing the cutout is qualified: trained on the hazards, proven on energized distribution gear. The buyer with the camera is unqualified, awareness-level only, and may be in the yard solely because a qualified person is escorting and controlling their movement. The new engineer is the trap. A degree is not field qualification, so unless that engineer has been trained and demonstrated skill on this equipment, they enter as unqualified too.
That is the rule that keeps the line honest: an unqualified person may enter energized space only when escorted and continuously controlled by a qualified person. Awareness-level access means near, never on. The escort is not a courtesy. It is the only legal basis for an untrained person to be inside the fence at all.
Sort yourself the same way before every task. Qualification is not a badge you keep forever, it is specific to the equipment and the voltage in front of you. Trained and proven on padmounts at 12.47 kV does not make you qualified on a 230 kV switchyard. When the gear or the voltage changes, ask again which side of the line you are on.
