Distribution lines run two ways. Overhead construction hangs conductors from poles. Underground construction buries insulated cable in conduit or direct in the ground.

Overhead is cheaper to build and faster to repair, because the wires are in plain sight. The cost is exposure. Wind, ice, falling trees, and vehicle contact cause most overhead outages.

Underground trades that exposure for a higher price. Buried cable rarely sees weather or contact, so it is more reliable day to day. When it does fault, though, the trouble is hidden. Crews have to locate the fault and dig, which makes repairs slower and more expensive.
